with the end of the "third democratic wave", which took place, according to samuel huntington, between 1974 and 1990, the global democratization process did not stop. even though some democratic regressions have occurred since then, electoral democracies, which in 1990 encompassed 46% of the countries around the world had risen to 60% in 2009. although this democratic advance may promote optimism, one has to be realistic in regard to the challenges and opportunities for freedom faced by latin american citizens. in this paper some of those challenges and opportunities are explored
