bolivia is a clear example of a highly complex social structure with deep socio-economic, cultural and ethnic inequalities. the indigenous communities, as majority, have been historically relegated from the state structures. that exclusion was enhanced during the 90s in the xxth century because the policies which were implemented increased the fractures and the social tensions. the rise to power of evo morales involved two important facts: the nationalization of oil and natural gas and the present political constitution after the national referendum on january 25, 2009. this constitutional text was part of critical situations that show the conflicts between government and opposition.
