Abstract:

the study of the educational system in the upper level and graduate, in recent decades, indicates a number of changes that have affected mainly the public universities. on the other hand the pressures, both internal and external, are pushing the implementation of different mechanisms to evaluate their performance and quality. questions about social justice, equity and relevance with which the system operates are repeated. the article reviews these criteria and results in this period of time and concludes that the changes made are insufficient and have not reached their intended goals. the quality and equity in higher education in public educational institutions are still an aspiration.
