Composite indicators capable of summarizing a large and complex information such as the one in the well-being field, has become a tool with a great potential for the evaluation and management of public policies. Given the limitations in the construction of well-being indicators which include a gender perspective, this paper proposes the use of a new methodology for constructing a measurement. We propose new linear programming models to improve the traditional DEA models.For the practical implementation of this proposal we take the countries of the European Union as an example
