OP ES POLíTICO-INSTITUCIONAIS DE SISTEMAS MUNICIPAIS DE ENSINO: PARA ONDE CAMINHA A GEST O DEMOCRáTICA DO ENSINO PúBLICO?

The aim of this paper is to analyze the conditions set by the municipal government as institutional and political options according to the democratic management of the public education in the municipal education system of a region in the state of Santa Catarina. Through analyses of municipal laws that institutionalized the systems, we raised the principles, the spaces and mechanisms of participation. The results lead to question the government actions because of theinstitutional and political options that reflect the rules, especially because they do not interfere decisively in the political power. We conclude that the options of the cities where the survey was taken do not point to political positions that show condition enlargement of the democratization of the educational management.
