“一带一路”海外投资风险及其管理——兼论在上海自贸区设立国家级风险管理中心

海外投资风险管理日益成为“一带一路”建设中的痛点和难点问题。“一带一路”沿线的风险种类繁多,既包括宏观的政治风险、经济风险、金融风险、宗教风险、法律风险、环境风险、社会风险、传统和非传统的安全风险等,也包括微观的贯穿事前事中事后的项目运营风险、管理风险、财务风险等。“一带一路”沿线海外投资风险的主要特点是各种风险交织重叠,组合风险高。具体如何管理这些风险,已成为“一带一路”建设的重大关切。本文深入剖析了当前“一带一路”海外投资风险及其管理的状况,结合上海自贸试验区的战略定位、特点与优势,指出:上海自贸试验区可以结合其战略定位和自身优势,以建设“一带一路”投资风险管理中心为突破口,推进“一带一路”桥头堡建设。文章进而提出了有针对性和建设性的政策建议。
Abstract：The risks in “The Belt and Road” are complicated, some are macro-risks, such as political risks, economic risks, financial risks, religious risks, legal risks, environmental risks, social risks, traditional and non-traditional security risks, some are micro-risks, such as operational risks, management risks, accounting risks and etc. All the risks are interwoven and overlapped in “The Belt and Road.” The risk management of overseas investment has become the bottleneck and paint-point problem in the building of “The Belt and Road.” This paper analyzes the current situation of both risks and risk management of China's overseas investment in “The Belt and Road.” Based on the analysis of strategic positioning and advantages, this paper raises the argument that, as the breakthrough of building bridgehead of “The Belt and Road,” it's important to build a national risk management center in Shanghai Pilot Free Trade Zone. The detailed and constructive suggestions are also proposed in this paper.
