Abstract: The purpose of this study is to develop a valid and reliable measurement tool measuring the attitudes of supervisees towards supervision. The population of this study was composed of the administrators and teachers servicing in the central districts of Samsun in the 2016-2017 educational year. The sample was composed of 554 administrators and teachers selected randomly from this population and having accepted to participate in the study voluntarily. Following the analysis made over 29 items by using the exploratory factor analysis, it was understood that the scale was composed of three sub-dimensions whose eigenvalues were above 1. and the total variance percentage which the three sub-dimensions accounted for together was found to be 65,17. Moreover, according to the confirmatory factor analysis, it was observed that all the items constituted a significant construct under the relevant factors and the standard factor load values were .30 and above. The Cronbach's Alpha value of the total score of the scale was found to be .95, the Guttmann value was determined to be .87 and the Spearman Brown value was calculated to be .87. These values can be accepted as a proof that "The Scale of Attitudes toward Supervision" can make a valid and reliable measurement of supervisee' attitudes toward supervision
