Especially in recent years, research based on the information economy, which is also referred to as the innovation economy, has started to take an important place in the world economy. They have been competing to have the technology created by knowledge and knowledge to thrive and grow for the developed countries of the world until the end of the first half of the past century. But in the previous centuries it was not so easy to reach knowledge, to have it, and to produce new information from available knowledge. The technological impossibilities, yet the communication and transportation means have not been sufficiently developed, necessitated a work that requires high time, space and costs to access knowledge. But the rapid developments in technology, which began in the second half of the 20th century, have improved the science world and made information easier to access. Especially innovations in transportation, rapid transportation tools, communication developments (information technology, internet, etc.) have made it easier to access any kind of information by minimizing the globalizing world. Despite all these developments, that is to say, the innovations of knowledge and knowledge are so easy to reach, why are still some societies in the world superior in terms of level of welfare and civilization, and still in some societies still backwardness and poverty? This work; there will be a research on how the power of information and knowledge creates differences between societies
